Biographical Summary:

Educational Background: Bachelor of Science, Florida State University, 1976; Juris Doctorate,
Florida State University College of Law, 1979.

Professional Experience: 1979 to 1984: Assistant Attorney General in the Florida Department of
Legal Affairs conducting civil litigation, land use and environmental law, including oil spill prevention and
defense against challenges to statewide fishing regulations. Worked with Florida Department of Natural
Resources (now Department of Environmental protection). 1984: Deputy General Counsel for litigation
with Department of Natural Resources. 1986 to 1987: Indian River County Assistant County Attorney
for environmental, land use and zoning matters. Currently, private practice with Collins, Brown Caldwell,
Barkett and Garavaglia, Charted. Have appeared before: Florid Supreme Court; First, Second, Third,
Forth
and Fifth District Courts of Appeal; and Federal Fifth and Eleventh Circuit Courts of Appeal

Unique Story: As a teenager, Mr. Barkett backpacked across Europe and the United Kingdom and once
took a 5-day canoe trip up the
Miami River to Lake Okeechobee
.
