FIND is an independent special district where a special district can be defined as:
". . . a unit of local government created for a special purpose....which has jurisdiction to operate within a limited geographic boundary and is created by general law, special act, local ordinance, or by rule of the Governor and Cabinet." (Section 189.012(6), Florida Statutes)." As an independent special district, FIND can levy ad valorem taxes for the sole purpose of performing the core functions as "local sponsor" of the Federally-authorized Atlantic Intracoastal Waterway (ICW) project and a portion of the Okeechobee Waterway project and providing assistance to other governments to develop waterway access and improvement projects. Currently, the adopted millage rate is 0.0320, or 3.2 cents per $1,000 of assessed value. For $200,000 of taxable property value, the estimted tax amount is $6.40.

- As directed in Florida Statute 189.08, special districts must submit public facilities reports to each of the 12 member counties every seven years. The lastest public facilities reports were provided in 2014 by the FIND with the next reporting cycle in 2021.
